Why there is no numbered list here yet

Our methodology commits to recomputing rankings when material evidence changes and to publishing raw inputs. It also commits to not publishing a ranking that a reader cannot check. So this page publishes the inputs.
Cost position by category

What separates providers besides price
Dose structure. Flat-rate against tiered decides annual cost more than the advertised monthly figure does.

Dose ceiling. At least one programme caps the maximum dose below the studied range while pricing as though it were comparable.
